1. Sort out the fiscal policies adopted in public health emergencies by reading literatures, reports, or collecting data from databases, mainly focusing on SARS, Ebola, etc.
2. Summarize the role of fiscal policy during the pandemic, such as relief the burden of companies, reducing the unemployment etc.
3. Analyze the transmission mechanism of fiscal policies in prevent the effect of public health emergencies, and then propose the hypothesis.
4. Set dependent and independent variables referring previous researches, and collect data for empirical test.
5. Empirically test the hypothesis using proper model or method selected from relative literatures.
6. Analyze empirical results.
7. Conclude and demonstrate some policy implications.
